The tuition policy for pedagogical students is a specific policy that has been implemented for more than 20 years in Vietnam. After adjustment, the tuition policy we mention in the article is the tuition exemption policy and the tuition and living expense support policy (Decree 116). The research results present the perceptions of managers, lecturers, students and alumni at pedagogical colleges about the impact of tuition policies on enrollment activities. In addition, the article also points out the impact of the tuition exemption policy for alumni and Decree 116 on the student group in terms of: Number of students registering to take the entrance exam to pedagogical schools; Pedagogy is the priority choice of students when taking university entrance exams/admissions. The article will be the premise for more specific and detailed assessments of the impact of Decree 116 on the enrollment activities of pedagogical schools, from which appropriate acquisitions and adjustments can be made to attract students. good students as well as improve the quality of training for this important industry group.

Organizational citizenship behavior is considered as secondary, voluntary, work-related behaviors. Based on Organ (1988) and Podsakoff (2000) models of organizational citizenship behavior, this study develops and confirms the organizational citizenship behavior scale in the lower secondary education environment. The method of studying text documents was used to develop a new scale suitable for the Vietnamese context. The research results determine the scale of teacher's behavior, including the level of behavior in the teacher's organization towards school benefits (including behavior towards school development and towards voluntarily complying with the principles of professional groups/schools) and the level of behavior in teachers' organizations towards personal benefits (individuals oriented towards students, parents, colleagues, and self-help). The research results show that it is necessary to build a scale of civic behavior in educational organizations of secondary schools with appropriate characteristics in the Vietnamese context.

Currently, although primary schools have made efforts to implement competency assessment activities according to the guidance of the Ministry of Education and Training, understanding of this approach in the Vietnamese educational context is still limited. This article was written to increase awareness and knowledge in the educational community about competency assessment practices, while also providing valuable information for teachers and educational management agencies. The results show that teachers have positive perceptions and recognize the detail and multi-dimensionality of competency assessment information, helping them have a comprehensive view of student development. However, there are still some teachers who need to improve to reach a level of proficiency and confidence in applying this method. In addition, the study also evaluated the frequency with which teachers apply forms of assessment and some methods are not really implemented on a regular basis. This requires the government to shape policies, provide support and create conditions for continuous improvement in the area of assessment of primary school teachers' competencies as well as change and efforts on the part of schools. and the teachers themselves.

In the current era of internationalization and globalization, teaching and using English for communication purposes in Vietnam are of concern to educational managers, teachers, students and the whole society. This study analyzed the current status of activities in building an English teaching environment towards developing communicative competence for students at some lower secondary schools in the Northern mountainous areas. The research used a survey of 85 managers and teachers at six lower secondary schools in a northern mountainous district. The data were collected and analyzed using IBM SPSS statistical analysis tool. The results reveal that in some schools, administrators and teachers are still not really proactive when planning and implementing plans to build an English teaching environment towards developing communication skills. A difficult problem in mountainous education today is the lack of English teachers at the primary and secondary levels, lack of facilities and teaching aids, overloaded subject programs and lack of support policies. The article concludes that English teaching and learning at the surveyed schools is still in theory-heavy lessons, lacking in application, and has not really developed students' key competencies in the current English teaching and learning process.

With the trend of innovating curriculum development from a content approach to a competency approach, the relationship among curriculum, teaching, and assessment needs to be given proper attention. Teaching and assessment are two parallel activities, in which assessment provides reliable and valuable information to serve teachers' teaching and students' learning. In the challenges of implementing many different sets of textbooks, assessment plays an important role in providing information for implementation according to the regulations and requirements in the approved curriculum. The article proposing a theoretical framework for developing instrument to assess characters and competencies according to the 2018 curriculum, which proposes the types of instruments that can be used, provides corresponding types of instruments for formative assessment and summative assessment of characters, general and domain-specific competencies as well as the process of designing and using instruments for each type of assessment. This framework provides detailed instructions that teachers can apply in the process of teaching their subjects and educational activities.

STEM-oriented teaching helps students learn through experience, theory links practice. In the 2018 general education program, STEM education has received significant attention. However, in the subject of Informatics, there are no works that discuss the theoretical basis of STEM education and its application to teaching the subject of Informatics. The article presents the 6- step process of designing STEM education topics in teaching Informatics and apply this process to design the STEM education topic “Street lights turn on and off automatically” in teaching “Informatics topic 10 - Computer science orientation”. This design process can be applied to design STEM activities according to different content and topics in Informatics to improve the quality of teaching in high schools.

STEM education is suitable to developing learners' ability, it is a trend that Vietnam and many countries worldwide are focusing on. Implementing STEM in subjects is an essential form of education in high schools. This article proposes teaching processes that include organized STEM education activities to stimulate students' ability to representation knowledge and skills; proposes some STEM activities in teaching topic “Substances are all around us” (the 6th-grade Natural science curriculum); designs illustrative lesson plans, and conducts expert assessments and pedagogical experiments. The results obtained demonstrate that the proposed measures are feasible and suitable for the goal of developing students' ability to representation knowledge and skills. Organizing STEM educational activities in teaching the topic “Substances are all around us” is feasible and effective in developing students' abilities to representation knowledge and skills.

Speech is an important area of children's development. Children's speech development has been studied for a long time and in many different languages around the world. Six studies on speech development of Vietnamese- speaking children conducted in Vietnam were found. Using content analysis, 5 main themes were concluded. General information (author, year, publication) were outlined. Participants’ demographic characteristics (location, spoken dialect, sample size, age, sex, status of socio-economic, development, hearing, oral motor) were described. Method to elicit of speech samples was described, including research design, technique, elicitation tool, scoring, transcription, reliability and examiners. Different speech analysis were addressed, including percentage of phonemes correct, phonological processes, criteria for age of acquisition. A synthesis of results including the percentage of correct phonemes, phoneme processing processes, and age of acquisition was presented. Given on the review results, the article discusses the gap and provides directions for future research on the speech development of Vietnamese-speaking children.
