Ký hiệu phân loại (DDC): 658 This study assesses the level of digital transformation in hospitals in Hanoi, Vietnam, providing a comprehensive overview of the current state of digital technology adoption in healthcare. The results indicate that most hospitals are at the “Practitioner” level, reflecting progress in technology implementation but still facing many shortcomings and inconsistencies. The evaluation model is based on five key factors: “Strategy,” “Customer experience,” “Information Systems and technological infrastructure,” “People and culture,” and “Operations”. The “Strategy” factor has the greatest impact, highlighting the importance of leadership awareness, strategic integration, and investment in IT infrastructure in driving digital transformation. Following this are the factors of “Information systems and technology,” “People and culture,” “Customer experience,” and “Operations.” The study also identifies gaps in technology infrastructure and workforce training, providing solutions to improve the level of digital transformation and enhance the quality of healthcare services to meet development needs in the context of globalization. In the context of the Fourth Industrial Revolution, the development of smart cities, along with adopting the Transit-Oriented Development (TOD) model with a focus on extensive public transportation, is a suitable and effective direction for Hanoi's urban development. Smart cities are built on three pillars: intelligent social infrastructure, intelligent urban technical infrastructure, and digital infrastructure. The development of cities following the TOD model is closely related to smart cities and these three pillars. Research and evaluations have shown that TOD development is an intelligent solution for urban areas, effectively addressing various economic, social, and environmental challenges while preserving resources. With the strong development of science and technology, it is necessary for students in general and pedagogical students in particular to have adequate knowledge, skills and attitudes towards digital transformation to be ready for their future careers. Appropriate understanding of digital transformation, digital competences development, correct identification of key issues of digital transformation implementation and procedure, adequate digital competencies formation to swiftly improve training quality and efficiency are significant to tertiary education institutions in the current context. The article employs theoretical research methods involving literature collection and analysis to make comments related to the digital competencies of pre-service teachers to devise a digital competency framework for pedagogical students in association with contextual changes and characteristic circumstances of Vietnam. The research results are the basis for assessing the current state of digital competencies of pedagogical students and proposing innovative solutions towards flexible and updated training programs that meet social needs.
